Planned Growth for the
City of Eloy
If you didn’t wake up this morning thinking about
Eloy, you should have. City Manager, Joe Blanton
predicts that within the next five years, economic
development investments exceeding 1 billion dollars
will be made within the City of Eloy. At a local
Annexation meeting Mayor Jackson was heard saying,
"I'm telling you the growth is coming and developers
are going to swallow up the land like there's no
tomorrow".
By all accounts, the city of Eloy is still a small,
rural community BUT on the verge of tremendous
economic growth. Our current population is
approximately 15,000. The City of Eloy Municipal
Planning Area is nearing 560 square miles and is the
third largest in the state. Our incorporated City
limits are approximately 108 square miles with
approximately 20 additional square miles of
annexations currently pending. The City limits have
been growing at an annualized rate of 20% the past
few years. The projected build-out population, based
on our current Land Use Plan, exceeds 1 million
people. In the past 4 years, we have approved more
than 60 master planned communities that are in
various stages of entitlement, which are scheduled
to contain over 175,000 dwelling units.

The city of Eloy has many attributes that make it
ripe for development, midway between two
metropolitan cities, excellent transportation
corridors, over 28 miles of exposure on I-10, easy
access to California via I-8, a new dual track rail
system being installed by Union Pacific Railroad, a
municipal airport, large expanses of relatively flat
land, plenty of water, progressive/pro-growth
government, etc. This accompanied by the fact that
almost 25% of our proposed land use will be
dedicated to Industrial and Commercial use makes
Eloy stand out from your bedroom communities.
In the past few years, Eloy has made significant
strides with preparedness planning. We have been
able to increase our designated assured water supply
to accommodate the next 60,000 homes; we’ve adopted
a potable water system master plan and development
standards; expanded our wastewater 208 planning area
and adopted a wastewater master plan; we’re in the
process of updating our Small Area Transportation
Study, and overhauling our 10-year General Plan; and
we are beginning to look at a master drainage plan
and a water re-use plan.
The City Council has identified economic development
as one of six strategic priorities for staff to
focus on. To that end, the Economic Development
Group of Eloy (EDGE) was recently reorganized as a
non-profit corporation with a seven-member Board of
Directors. The purpose of EDGE is to promote,
assist, and enhance the economic development
activities within the City of Eloy. Please
